How Does Colorado's Law Making Machine Work?

Last year we watched the constantly evolving Senate Bill 05-100 bounce back and forth from the Senate and House floors with brief detours in committees. It made us think - we all know that laws begin as bills, but really, how exactly does the legislative process in Colorado work? Well, we know now that bills are the written form of proposals to be discussed by the Colorado General Assembly, that they all have a sponsor, and members of the General Assembly are limited to introducing five bills (unless the legislator waits until after December 1 to ask for bills to be drafted - then they get only two).
